Council Okays City Hall Changes; Chavis Appointed To Clerk’s Post

OCEAN CITY – Diana Chavis was named as the Town of Ocean City’s City Clerk this week as Kelly Allmond will fill the position of Executive Office Associate.

Upon the Mayor and City Council reconvening into an open work session on Tuesday afternoon, Council President Lloyd Martin reported Executive Office Associate Diana Chavis will be filling the position of City Clerk that is currently held by Kelly Allmond, who will now become the Executive Office Associate.

City Manager David Recor explained, part of his role as city manager is to review the allocation of town resources, not only operating resources but also personnel.

“Our resources are appropriately assigned in the organization,” Recor said. “With that said I came to the Mayor and Council today in closed session to advise that I would like to reassign Kelly Allmond to the City Manager’s Office as the executive assistant to the city manager and appoint Diana Chavis to the city clerk position, effective Monday, June 1. This change addresses a variety of needs in the organization. First and foremost it will establish effective and confident, professional leadership in the City Clerk’s Office. Second, it will provide for much needed high level of administrative support in the City Manager’s Office … This transition is not intended to be punitive but rather realigning our resources with our needs and our demonstrated skill sets.”

Recor pointed out the switch will help with the unfunded Fiscal Year 2016 budget request of a full-time administrative office associate that would have been paid close to $44,000.

“I am really honored they have appointed me for such an important position. I have been serving the town for 16 years, and I am going to continue to do my very best to serve the council and the citizens of Ocean City in the capacity of City Clerk,” Chavis said later that day. “Kelly is on board, so hopefully it will be a positive move for both of us. I will be working closely with her.”

Allmond, who is on vacation and unavailable for comment, became city clerk in 2011 following the passing of City Clerk Kathy Mathias. She started her career with the town in 2006 as assistant to then-City Clerk Carol Jacobs. Jacobs retired in 2010 at which time Mathias filled the position.
