Comptroller Peter Franchot announced that Nelson “Chuck” Ulm of Salisbury has received the 2014 James B. Coulter Government Employee Award for his efforts to improve Maryland’s environment. Ulm, the assistant director of the agency’s Field Enforcement Division, is a 35-year veteran of the motor fuel industry.
