False Imprisonment, Assault Charges Filed

BERLIN — A local man was charged with assault and false imprisonment after an alleged incident that began in West Ocean City and ended in Berlin.

Around 4 a.m. on Monday, Berlin Police responded to the area of Franklin Avenue for a reported assault. Upon arrival, officers located a 22-year-old victim with multiple injuries from a physical altercation with Edwin Horner IV, 23, of Berlin.

The victim was transported to Peninsula Regional Medical Center for treatment of injuries not believed to be life-threatening. The Worcester County Bureau of Investigation (WCBI) was called and took the lead on the investigation. The preliminary investigation revealed the initial assault took place inside a vehicle operated by Horner in the area of Route 611 and Sunset Avenue in West Ocean City.

Horner allegedly struck the victim multiple times during the initial assault. At one point, the victim was able to escape from the vehicle, but was allegedly assaulted again and was forced back into the vehicle by Horner.

After detectives consulted with the Worcester County State’s Attorney’s Office, Horner was charged with second-degree assault and false imprisonment. He was taken before a District Court Commissioner with a bond set at $25,000.

The investigation is ongoing and anyone with information is urged to contact WCBI at 410-632-1111 or the Berlin Police Department at 410-641-1333. Callers may remain anonymous.
