Trespassing, Assault Charges

OCEAN CITY — An Elkton woman was arrested on assault, resisting arrest and trespassing charges last weekend after allegedly refusing to leave the premises of the midtown nightclub and later kicking several police officers trying to book her.

Around 11:45 p.m. last Saturday, an Ocean City Police Department (OCPD) officer responded to a trespassing incident. The officer met with Seacrets manager who said a woman, later identified as Kiersa Padgette, 21, of Elkton, had been asked to leave and escorted out of the facility, but continued to try to re-enter the nightclub.

When the officer arrived, Padgette’s friends were restraining her and attempting to get her to leave the premises, but she continued to resist and made numerous attempts to re-enter the establishment. She was given a trespassing warning, but told police and bar security she would not leave until she got her $10 cover charge back.

The officer told Padgette if she did not leave amicably, she would be arrested for trespassing, to which she replied “go ahead and arrest me,” according to police reports. At that point, Padgette’s friends attempted to drag her down the sidewalk to get her to leave, but she wrestled with them and all of them ended up falling on the ground.

After nearly 20 minutes, the officer attempted to arrest Padgette for trespassing, but she resisted the attempt and scrapped with the officer. After she was subdued, the officer attempted to search her person, but Padgette allegedly screamed “he’s raping me,” again drawing the attention of numerous people in the area. Padgette also reportedly told the officer she was going to sue him and he was going to lose his job.

Once Padgette was transported to the Public Safety Building for booking, her behavior continued to escalate and she ended up kicking multiple officers and public safety aides (PSAs).

Indecent On The Boardwalk

OCEAN CITY — A local homeless man was arrested on indecent exposure charges last week after allegedly sitting on a Boardwalk bench and urinating in full view of several people.

Around 11:20 p.m. last Thursday, an Ocean City Police Department (OCPD) officer was on uniformed patrol on the Boardwalk in the area of Caroline Street when he observed an individual, identified as Derrick Percifull, 50, of no fixed address, sitting on a bench and urinating with his penis exposed. The officer noted in the incident report Percival actions were in plain view of the public on the Boardwalk and several passersby appeared disgusted.

The officer approached Percival and placed him under arrest for indecent exposure and disorderly conduct. According to police reports, once Percifull was taken into custody, he requested Ocean City EMS to respond and take him to the hospital. The officer noted in the report Percifull is one of the known homeless persons in the downtown area and it has become a common practice for the homeless population to request transport to the hospital for a variety of reasons that must be honored to avoid being transported to the Public Safety Building for booking.

As requested, Ocean City EMS arrived and transported Percifull to the hospital and the officer released him to the custody of EMS and the direction of a supervisor and then filed the appropriate charges. The officer noted in the report he had checked on Percifull’s welfare on at least two occasions on the same night prior to his arrest and had been told both times that the suspect was okay and did not require EMS.

Declined Card Leads To Arrest

OCEAN CITY — A Virginia man was arrested on theft, assault and other charges last weekend after first scrapping with security at a downtown restaurant after his credit card was declined and later poking a police officer attempting to detain him.

Around 1 a.m. last Friday, an Ocean City Police Department (OCPD) officer was conducting a business check at a restaurant on 33rd Street when he observed restaurant staff attempting to escort Michael Jones, 29, of King George, Va., from the premises. According to police reports, Jones was actively resisting being escorted from the property, throwing himself on the ground on different occasions.

When the staff got Jones out of the establishment and in front of the OCPD officer, he allegedly launched expletives at the officer. The officer asked security to have Jones sit down in a flower bed in front of the restaurant, but he continued to resist. At that point, Jones raised his arms and made a jabbing motion at the officer, striking him in the chest and repeated the jabbing motion after being warned not to do so or risk being arrested.

The officer noted in the report Jones poked him with such force that he could feel it through his bullet-proof vest. At that point, Jones was arrested and charged with disorderly conduct and assault. The officer spoke with the restaurant manager who told police Jones became disorderly inside the bar when his credit card was declined for a $30.66 check, resulting in theft charges being added.

Naked Stroll Through Trailer Park

OCEAN CITY — A Thurmont, Md. man was arrested on indecent exposure charges last weekend after allegedly walking completely naked through a midtown resort trailer park.

Around 2:30 a.m. last Saturday, an Ocean City Police Department (OCPD) officer was dispatched to the Warren trailer park community in the area of 52nd Street in reference to a male walking around completely naked. Ocean City Police Communications received a call from a concerned citizen that a man was walking naked down the middle lane of the trailer park and appeared to be intoxicated.

OCPD officers arrived on the scene, parked their vehicles and began walking through the trailer park. While walking through the community, the officers observed a male suspect, later identified as Jacob East, 23, of Thurmont, Md., walking toward them with not one item of clothing on. When East saw the officers, he attempted to cover his private parts with his hands, according to police reports.

The officer asked East how he lost his clothes, but he told police he had no idea where his clothes were. When asked if he had been assaulted and his clothes stolen, East reportedly told the officers he had not been attacked. When asked if he was having some kind of medical emergency, East reportedly told the officers he just had too much to drink and could not locate his clothes. At that point, East was arrested and charged with indecent exposure and trespassing on private property, but there was no indication in the report if his clothes were found.

Resisting Suspect Knocked Out

OCEAN CITY — A Bowie man was arrested on assault and other charges last weekend after allegedly first fighting another man in the bus lane on a crowded Coastal Highway and then getting knocked out by an Ocean City Police Department (OCPD) officer when he resisted arrest and threatened the officer.

Around 12:18 a.m. last Sunday, an OCPD officer on patrol in the area of 54th Street observed two men staggering north in the southbound bus lane. The officer observed as one of the men, later identified as Theodore Couloumbis, 21, of Bowie, began to punch the other man numerous times in the face and back while shouting expletives as a crowd watched on the street.

The officer attempted to arrest Couloumbis, but the suspect resisted and attempted to run away. When the officer grabbed Couloumbis and attempted to handcuff him, he allegedly launched expletives at the officer and squared up as if he wanted to fight the officer. Having no success securing the resisting suspect, and fearing the suspect was going to assault him, the officer struck Couloumbis in the jaw with a forward punch, knocking him to the ground. Couloumbis was then handcuffed and charged with assault and resisting arrest.

Burglary Suspect Detained

OCEAN CITY — A Westminster man was arrested on burglary charges last weekend after attempting to break into a resort residence and being held by the property owners until police arrived.

Around 5:30 a.m. last Sunday, an Ocean City Police Department (OCPD) officer received a call from Police Communications to respond to a residence in the area of 74th Street for a reported breaking and entering in progress. Police Communications advised a suspect identified as Bradley Humbert, 31, of Westminster, was attempting to gain entry into one of the units in the building.

When the OCPD officer arrived, he discovered Humbert lying face down on his stomach on the kitchen floor of the unit. Humbert was handcuffed and escorted out of the unit at that point. The officer spoke with the unit’s owners, a couple who advised they did not know Humbert and he had no permission to enter their unit.

The couple told police, once Humbert had entered their unit, they secured the suspect and held him on the floor until police arrived. Humbert was arrested and charged with fourth-degree burglary.

Underage Compliance Checks Announced

OCEAN CITY — The Ocean City Police Department (OCPD), in cooperation with the Worcester County Sheriff’s Office, will be conducting alcohol compliance checks from June 12-24.

This enforcement effort will take place at area bars, restaurants and alcohol retailers throughout the resort. Throughout the summer and at different times of the year, the OCPD and its allied law enforcement agencies send plainclothes officers and cadets into establishments that sell alcohol in an effort to ensure they are not selling to underage individuals.

The purpose of this operation is to ensure that employees of businesses that provide alcohol are making a concerted effort to avoid selling to individuals under the age of 21. Personnel under the age of 21, accompanied by plainclothes law enforcement officers, will be visiting bars, restaurants and alcohol retailers attempting to purchase alcoholic beverages.

The OCPD and Worcester County Sheriff’s Office would like to remind all business owners that serving alcohol to underage citizens is not only illegal, but can have a detrimental impact to their business and the underage individual involved. The OCPD encourages everyone to obey all alcohol regulations to ensure a safer resort town.
