OCEAN CITY — An Ocean City T-shirt shop employee was arrested on sex offense and false imprisonment charges last month after allegedly assaulting a female customer in a locked bathroom in his place of employment early last month.

On July 7, Ocean City police received a complaint regarding a possible sexual assault that had occurred in a bathroom at the OC Piercings store on the Boardwalk at 6th Street. The adult female victim contacted police and reported the employee, identified as Faud Abdo-Saleh Mansour, 24, of Ocean City, lured her to a bathroom to try on clothing.

Once in the bathroom, Mansour allegedly locked the door and began to undress and sexually assault the victim. The victim then left the shop and reported the incident to police. The investigation identified Mansour as the suspect and police obtained a warrant for the suspect, charging him with a third- and fourth-degree sex offense, second-degree assault and false imprisonment.

On July 8, the OCPD located Mansour and took him into custody. He was released on July 17 after posting a $50,000 bond.

Boardwalk Robbery Arrests

OCEAN CITY — Five suspects, including a juvenile, were arrested on robbery, assault and other charges early last Sunday morning after allegedly harassing two victims on the Boardwalk before stealing a baseball cap and a necklace.

Around 1:45 a.m. last Sunday, two OCPD officers working plainclothes detail on the Boardwalk in the area of 4th Street observed five suspects walking in a circle around a single victim. The officers observed the suspects yelling and pointing at the victim before one of the suspects took a Phillies baseball hat from the victim and kicked it across the Boardwalk.

The victim picked up his hat and continued to walk north on the Boardwalk, while the five suspects left the Boardwalk at 4th Street. The officers followed the suspects and observed one of them push a random victim into the roadway at 5th Street. One of the suspects, a juvenile, attempted to get the victim to fight by throwing his arms in the air and taking a fighting stance. The victim ignored the suspect and continued to walk south on the Boardwalk.

Meanwhile, other officers were investigating a reported robbery in the area of 4th Street. Items taken during the robbery included a red Phillies hat and a large necklace adorned with the letter “P,” which stood for Pittsburgh. The officers observing the five suspects from the earlier incident observed one of suspects, later identified as Khaizel Demarcus Nock, 18, of Salisbury, with a necklace matching the description at his feet and a red Phillies hat on his head.

The victims were brought to the scene and positively identified the hat and necklace as their property. The victims told police the five suspects surrounded them on the Boardwalk, shoved them to the ground and took the hat from one victim and the necklace from another. The victims told police they tried to be friendly with the suspects because they were afraid of them. They also exchanged phone numbers with the suspects so they could get their property back if they were willing to pay for them.

The five suspects, including Nock; Ryan Lee Mitchell, 19, of Salisbury, Shaquille Jones, 18, of Salisbury, Dabari Fisher, 24, of Cambridge, and a juvenile, were each arrested and charged with robbery, theft and second-degree assault.

High Speed Chase Ends On Boardwalk

OCEAN CITY — A Montgomery County man was arrested on numerous charges last weekend after a high-speed motorcycle chase that began in Dorchester County, continued through Wicomico County and ended up on the Boardwalk in Ocean City before the suspect fled on foot and was later captured.

Around 2:40 a.m. last Sunday, OCPD was advised of a motorcycle traveling at a high rate of speed from Dorchester County through Wicomico County and into Worcester County toward the Route 50 bridge. Ocean City Police observed the motorcycle, driven by David Christopher Brown, 25, of Montgomery Village, exit the bridge and continue south on Philadelphia Ave. onto eastbound Talbot Street.

Brown continued north before taking a turn eastbound on Caroline Street toward the Boardwalk. The chase, which now included several law enforcement agencies, continued onto the Boardwalk northbound to 2nd Street, where Brown ditched the motorcycle and attempted to flee on foot.

Ocean City Police apprehended Brown after a brief struggle and the suspect was arrested and charged with 12 traffic-related offenses including negligent driving, attempting to elude uniformed police by failing to stop, driving on a suspended license, reckless driving and driving in excess of reasonable and prudent speed. In addition, Brown was charged with resisting arrest and possession of a hypodermic syringe.

Taser Deployed To Stun Suspect

OCEAN CITY — A Pennsylvania man had to be tazed before being arrested on obstructing police and resisting arrest charges during the apprehension of another suspect in relation to a high-speed chase on the Boardwalk.

Around 2:40 a.m. on Monday, Ocean City Police were affecting the arrest of suspect involved in a high-speed chase that had entered the resort via Route 50, included a brief run on the Boardwalk before the ending in the area of the Monte Carlo hotel. Around 15 OCPD officers were involved in the pursuit and later arrest. During that arrest, an OCPD officer who had responded in support observed an individual, later identified as Vincenzo Evola, 28, of Port Royal, Pa., running from a rear door of the hotel toward the group of officers arresting the chase suspect.

Evola ran about 15 feet toward the arrest scene before OCPD officers in the area were able to intercept him. According to police reports, he was allegedly screaming “Who is that? Is that a guy or a girl?” Evola and a female companion stood back near the motel after that initial run toward the arrest scene. OCPD officers told Evola they were involved in a very dangerous situation and that they would speak to him in a few minutes. The officers also told Evola if he came back out and prohibited them from completing their investigation, he would be placed under arrest.

However, Evola began screaming again and insisted on knowing who was being arrested and why. An OCPD officer observed Evola push the female, who was attempting to keep him inside the hotel, as he tried to walk toward the arrest scene while screaming a second time “Is that a guy or a girl? I need to know,” according to police reports.

The second time Evola approached the arrest scene, OCPD officers had to divert their attention toward him and away from their investigation. OCPD officers were instructed by a supervisor to place Evola under arrest. As Evola was walking back toward the hotel, an OCPD officer grabbed his left arm and attempted to handcuff the suspect.

Evola allegedly pulled away from the first officer as a second officer attempted to grab his right arm. Evola and three OCPD officers went down to the ground in the lobby of the hotel during the struggle to place the suspect into custody. One of the officers punched Evola three times in the area of his shoulder blade in an attempt to gain control of his arms and handcuff him.

Others officers arrived on the scene to assist with gaining control of Evola. When he continued to resist, a Worcester County Sheriff’s Deputy deployed his taser gun, delivering an incapacitating shock in an attempt to gain compliance. The taser shot was successful and a stunned Evola stopped resisting. He was ultimately arrested and charged with obstructing and hindering and resisting arrest.

Man Gets 16 Years For Heroin Distribution

SNOW HILL — An Ocean City man was sentenced to 16 years in prison this week after pleading guilty to two counts of distribution of heroin.

On Feb. 9, the Ocean City police narcotics unit, with the assistance of federal DEA officers and the Worcester County Sheriff’s Office, concluded a three-month heroin distribution investigation with the arrest of Lamont Marvin Smith, 22, of Ocean City. Smith was arrested after narcotics officers executed a search and seizure warrant on his Jamestown Rd. home in Ocean City and seized 11 grams of heroin along with a 2004 Ford Taurus.

This week in Circuit Court, Smith pleaded guilty to two counts of distribution of heroin and was sentenced to 16 years on each count. The convictions were then merged for sentencing, netting Smith a total of 16 years.

Officials Homes’ Vandalized

SALISBURY — Two Salisbury City Council members’ homes were vandalized last week in an apparent malicious destruction of property spree.

In the early morning hours last Friday, Salisbury Police responded to a residence on Virginia Ave. belonging to a Salisbury Council member for a reported malicious destruction of property. Upon arrival, police learned an unknown suspect had thrown an object through a rear window of the residence, destroying the window. The crime scene was processed, which resulted in the recovery of evidence.

On the same day a short time later, Salisbury Police received a call to respond to the residence of a different Salisbury Council member on Camden Street for a report of damage to a vehicle. The investigation revealed an unknown suspect had broken a window of the vehicle. The two incidents are under investigation although there has been no indication given if the incidents are related.

Life Plus 25 For Murder

SALISBURY — A Salisbury man was sentenced to life in prison plus 25 years last week in Wicomico Count Circuit Court for the shooting death of his girlfriend last August during an attempted murder-suicide.

Last Aug. 20, Salisbury Police responded to a residence on Wicomico Street for a reported shooting incident. When officers arrived, they found Kenneth Lee Burke, Jr., 32, of Salisbury outside the residence bleeding profusely from his chin from an apparent gunshot wound. Burke was transported to PRMC and later Shock Trauma for treatment of his wounds.

During a search of the residence, police found the body of Taheerah Sabr, 27, of Salisbury, shot to death on the floor in the kitchen. Burke was later arrested on first-degree murder and other charges. In May, Burke was found guilty of first-degree murder and a pre-sentence investigation was ordered. Back in Circuit Court last Thursday, Burke was sentenced to life in prison for the first-degree murder charge plus an additional 25 years for the related charges.

Intruder Nabbed

SALISBURY — A Salisbury man was arrested on burglary and other charges last week after a resident returned to allegedly find him in her home.

Around 4:30 a.m. last Saturday, Salisbury Police responded to a residence on N. Division Street for a reported burglary in progress. The victim told police she returned home and after making entry through the front door observed an unknown suspect on the stairway. The suspect, later identified as Keith Darnell Duffy, 51, immediately fled, but was located a short time later based on the description provided by the victim. Duffy was charged with fourth-degree burglary and malicious destruction of property.

Traffic Stop Yields Handgun

SALISBURY — A Virginia man was arrested last weekend in Salisbury after a routine traffic stop during which drugs and a handgun were found in his vehicle.

Shortly after 3 a.m. last Sunday, Salisbury Police on routine patrol in the area of Carroll Street and Waverly Ave. pulled over a vehicle for traffic violations. During the traffic stop, Salisbury Police requested assistance from the K-9 unit of the Wicomico County Sheriff’s Office. The K-9 unit gave a positive indication on the vehicle for the presence of a controlled dangerous substance.

A subsequent search resulted in the recovery of a handgun. The suspect, identified as Richard Darnell Custis, 20, of Mappsville, Va., was underage for the possession of the handgun and it was determined attempts had been made to obliterate the weapon’s serial number.
